In the isolation ward of a hospital in Birmingham, Alabama, a nurse approaches Ron Fowler’s bed, cell phone extended in her hand.

“You have a call,” she says.

Fowler’s eyes flutter open. He tugs off his oxygen tube and, with trembling fingers, accepts the phone.

“Thanks,” he whispers, before turning his attention to us—the callers.

From his voice it’s clear that something is very wrong; he sounds nothing like his usual self. He’s due the next day to meet us for an interview in Paducah, Kentucky, where he and his friend Chuck Deuschle worked at a uranium-enrichment plant that helped fuel America’s nuclear arsenal. Years ago they blew the whistle on the government and its contractors for poisoning thousands of atomic workers. “Can’t make it,” Fowler chokes out. “Blood clots. Hospital. They may have to remove some toes—if those clots don’t reach my heart first. If they do…” He trails off, the terrible ending hanging in the air.

Fowler, soon to turn 77, is desperate to talk before it’s too late—to pull up the memories one more time and commit them to the historical record. He and Deuschle had both moved to Kentucky to work at the nuclear plant, only to discover a grim secret: The facility was exposing people to dangerously high levels of radiation and toxic chemicals, and had concealed the truth about it from employees and the surrounding community. This went on for decades. Faced with a choice—either walk away or stay and sound the alarm—Fowler and Deuschle returned to work, day after day.

More than thirty years later, lying in the hospital with cancer, Fowler is certain that the plant doomed him to a slow, painful death. At 83, Deuschle is also fighting a serious health issue: an unexplained autoimmune disease. They believe their fellow whistleblowers—Deuschle’s wife, Kay, and their friend Garland “Bud” Jenkins—succumbed to illnesses caused by the plant. Still, they’d do it all again. Someone had to reveal the callous disregard the government and the plant’s operators had shown their own people.

Fowler and Deuschle have never shared their story in full—the details of what it was like to live, breathe, and possibly die from their commitment to the truth. But they want people to know, particularly in light of recent news reports: In August 2025, more than a decade after the plant was shut down, a private firm announced that it planned to revive uranium-enrichment operations there. To Fowler and Deuschle, it seems wrong to begin a new chapter in Paducah’s nuclear story. Many former employees are still seeking compensation for their exposure to radiation. Will future generations of workers be any safer?

Fowler struggles for each breath.

“Time’s up,” the nurse says gently, reaching for the phone. “You need to rest.”

Fowler grips the device tighter.

“Call tomorrow when you meet with Chuck,” he implores. “I’m staying alive until then.” He pauses for a moment. “Just make sure Chuck’s with you. Promise me.”

We promise.

One morning in late 1991, Ron Fowler stood in front of the bathroom mirror, parting his hair to the side and noting the first strands of gray at his temples. His beard was neatly trimmed, his black slacks and white dress shirt crisply pressed. He was ready. Today would be his first day at the Paducah Gaseous Diffusion Plant, a uranium-enrichment facility about ten miles outside Paducah, Kentucky. This was more than just a job—it was the start of a new life.

Fowler was a health physicist, an expert in the science of radiation protection. For years he’d traveled the country to train workers at nuclear plants in safety protocols. The pay was great, but being on the road weeks at a time had worn him down. When he moved to Paducah in his early forties, Fowler had already lived in Illinois, Pennsylvania, Maryland, Virginia, and Arkansas. Paducah promised stability: the perfect place to settle through retirement. His wife’s parents even moved from Illinois to be nearby.

After eating breakfast—a sausage patty and a scrambled egg—he kissed his wife, Sandi, goodbye and slipped out the door. He steered his green Oldsmobile Delta 88 through the country roads outside Paducah and let his mind drift back to his childhood in Florence, South Carolina. Life there had been simple. His father, who dropped out of school in the fourth grade, supported the family by working on the railroad. Florence was a place where men had jobs, women tended to the home and children, everyone went to church, and neighbors helped neighbors who fell on hard times. Paducah felt just as close-knit. Folks looked out for one another, and honest labor was rewarded.

Situated on the Ohio River where it meets the Tennessee, Paducah owes its origins to trade; it was founded in 1827 by William Clark of the Lewis and Clark expedition and named for a powerful Native American tribe. The area is naturally beautiful—the city is surrounded by rolling hills and sprawling plains dotted with ponds. For Fowler, a keen fisherman, it was paradise. Paducah had about 27,000 residents when he arrived. It was big enough to have all the right shops, yet small enough that restaurant owners knew whether regulars preferred barbecue or fried catfish, the local staples.

As Fowler drove, the plant appeared in the distance. It spread over some 3,500 acres—750 of them secured by fences and gates—and sat amid modest homes and farms. The community was proud of this place because of its long history supporting the military. Originally, it was a TNT munitions factory, built during World War II. Later, as Cold War tensions escalated, officials scouted locations for a uranium feed facility to supply weapons-production sites in Piketon, Ohio, and Oak Ridge, Tennessee, with the material required to make nuclear bombs. Paducah native Alben Barkley leveraged his position as Harry S. Truman’s vice president, campaigning aggressively to repurpose the munitions factory in his hometown. He recognized that the project likely would inject billions into the local economy and transform living standards for the region’s blue-collar workforce.

Construction of the nuclear plant began in 1951. By the following year, it was enriching uranium for atomic bombs and the Navy’s nuclear fleet. Rising from the countryside, the gleaming buildings looked like modern marvels, and the economic windfall lifted Paducah residents’ spirits. Meanwhile, employees at the plant—everyone from nuclear technicians to welders, cooks, and janitors—were united in patriotic pride. Their jobs paid well, and the workers believed that they were helping fend off communism. It was no wonder Life magazine printed a photo spread of the site.

As the Cold War thawed, the mission changed but the jobs remained. The plant began recycling materials—gold, among other things—extracted from dismantled atomic weapons while continuing to enrich uranium, now for nuclear power plants instead of bombs. Wages allowed families to buy homes and cars and afford vacations—the American middle-class dream. The plant operated like a self-contained town for its 1,700 employees: It had its own security force, fire department, library, post office, and health clinic. A shuttle service ferried employees around the plant’s grounds. Workers participated in golf leagues and fishing tournaments. The Uranium Enrichment News kept everyone informed about goings-on at the site.

Though the plant was owned by the Department of Energy, it was run by contractors. Union Carbide initially oversaw operations, followed by Martin Marietta, which later merged with Lockheed to become Lockheed Martin. Management changed, but to employees that just meant a different name on their paychecks. The people on the ground were like family—fiercely loyal to one another and to the plant they called the Atomic City.

Fowler smiled as he drove through a security gate into a sprawling lot. He parked by the administrative building and checked in with a secretary, who called someone to escort him to his department. From there he would lead health and safety training sessions. The federal government had known as early as 1944 that radiation was hazardous and had issued policies to limit worker exposure. It was Fowler’s job to help ensure that regulations were enforced, to protect both employees and the surrounding community from contamination.

He had barely settled in when a coworker poked his head in.

“Want to see the place?”

The complex was huge—more than five hundred buildings connected by nearly twenty miles of access roads. Fowler was impressed until, as he rounded a corner on his tour, a yellow triangular sign with the radiation symbol caught his eye. There was no step-off pad in sight. In a nuclear facility, a step-off pad is a buffer zone between a hazardous area and a clean one. Workers at the Paducah site were supposed to remove radiation-tainted clothing and footwear before crossing through these zones to ensure they didn’t unwittingly transfer dangerous materials to other parts of the plant or transport it home with them.

Fowler flagged down a worker leaving the building where the warning sign was posted. “You don’t have a step-off pad down here,” Fowler said. The worker shrugged and said there was nothing to worry about.

“That sign says otherwise,” Fowler said. He explained that protocol required a pad and training for workers so they knew how to use it.

The worker’s expression was unchanged as he walked away.

Fowler’s pulse quickened as he imagined invisible particles on boot soles spreading throughout the plant or, worse, tracking onto kitchen floors or into rooms where children played. He hurried to his division manager’s office. The supervisor listened, then leaned back in his chair and tapped a pen on his desk calendar. He said he’d call a meeting about the issue.

That night at home, Fowler sat at the kitchen table watching Sandi cook. Normally, he’d have been joking with his wife about her limited culinary range—she often made breakfast for dinner—but tonight his mind was elsewhere. The sizzle from the stove filled the silence between them.

Sandi knew something was wrong. In the years since they first met at a bar in Joliet, Illinois, she’d become attuned to her husband’s moods. Despite his imposing frame—six foot two, 245 pounds—Fowler had always been the gentle sort and quick to laugh. Their courtship progressed quickly, and within four months of meeting Fowler had moved in to her family’s home in Aurora. They married there so her father, a former school principal paralyzed from a stroke, could attend.

“What is it, Ron?” Sandi asked, spatula in hand.

He sighed. “Something’s not right at work.”

“What do you mean?”

“The way they treat radiation—like it can’t hurt them. No precautions,” Fowler said.

“That doesn’t make sense,” Sandi replied, frowning.

“I know.” Fowler shook his head. “I’ve never seen anything like it.”

Uranium is a silvery-white radioactive metal. More than 99 percent of it found in nature is U-238, and the rest is U-235, an isotope that can sustain the chain reactions needed to fuel nuclear power production and atomic weapons. Enrichment is the process of increasing the concentration of U-235 in a supply of uranium. At different points, enrichment produces one powder Paducah workers called black oxide—not to be confused with the coating of the same name applied to some metals to improve corrosion resistance—and another, uranium tetraflouride, that’s known as green salt. Eventually, uranium hexafluoride, a colorless crystalline solid, is heated into a gas that’s pushed through microscopic porous barriers. This process, called gaseous diffusion, separates U-235 from U-238; at plants like the one in Paducah, it’s done hundreds of times in a cascade until the desired enrichment level is reached.

Uranium enrichment is hazardous business. Fowler knew that any leak, spill, or accident at the Paducah plant could damage kidneys and lungs, irritate skin, and increase cancer risk. More insidiously, simple mistakes or oversights by workers could have that same result. During his first few weeks on the job, Fowler explored the plant on his own, and what he found unsettled him. Employees worked in radioactive areas without protective suits or masks. Some couldn’t read and might not understand warning signs. People left the site after their shifts without changing clothes or showering, likely conveying radioactive dust home to their families. Some workers even warmed their lunch on top of machines in hazardous areas.

Fowler knew that things needed to change, and quickly. He took his concerns to the plant manager, Steve Polston, who heard him out and then called a meeting about step-off pads—the very issue Fowler had flagged on his first day. At the meeting, Fowler outlined the safety gaps he’d observed at the plant, but it seemed to him as though the senior managers in the room could barely feign interest. He heard what would become something of a refrain: “We’ve been doing it this way for years.” He was also told that Department of Energy officials visited the site regularly and hadn’t raised concerns.

More worried than ever, Fowler spent the next several months developing new safety protocols. He beamed with satisfaction as he handed the plan to Polston. In the period that followed, however, he became frustrated with how officials implemented the measures. Even when company-issued safety equipment was made available, Fowler noticed that much of it was obsolete. And he watched in disbelief as employees poked holes in respirator masks to smoke while working.

“I’m not making progress,” he told Sandi one night between sips from a can of Miller Lite. “No one is listening.” He likened his work to “scooping water out of the ocean.”

Sandi, who had studied his training manual to understand his work, gently touched his arm. “Be patient,” she suggested. “Maybe you just have to get to know the people better.”

Fowler’s shoulders dropped. “It seems like more than that,” he said.

Even when company-issued safety equipment was made available, Fowler noticed that much of it was obsolete. And he watched in disbelief as employees poked holes in respirator masks to smoke while working.

Fowler’s early days at the plant coincided with a new approach by the U.S. government to the business of uranium enrichment. The goal was privatization, and the process was gradual. In 1992, the government formed the United States Enrichment Corporation, a state-owned enterprise that would assume control of the entire sector, including the Paducah plant, and eventually be sold to investors. This mattered for Fowler’s work because USEC sites would be subject to the oversight of the Nuclear Regulatory Commission. Fowler saw it as an opportunity to correct course: He designed training materials for every plant employee that strictly followed NRC health and safety guidelines.

During each training session, Fowler scanned the room of slouching bodies and vacant stares. Some workers complained that the information was too tough to follow. Fowler insisted that there be no slack: Anyone who failed the twenty-question multiple-choice exam or botched the required demonstration of how to properly put on protective gear would have to do the course over. In the interim, they would be barred from all radiation zones at the plant.

Fowler emphasized that mastering the procedures could literally save their lives. His audience didn’t seem to care. Midway through one class, someone muttered, “Bullshit.” It was Garland Jenkins.

Known as Bud, Jenkins was a Vietnam veteran who had joined Union Carbide in 1968. After nearly twenty-five years at the Paducah plant, he understood its operations better than just about anyone. He’d outlasted every contractor that managed the site, and he was well liked and respected: He showed up on time, worked hard, and didn’t ask too many questions. He’d handled every kind of job. For a time, he loaded uranium by-products into dump trucks bound for landfills. He also recovered gold and other valuable minerals from dismantled bombs. This involved pushing the ordnance off trucks so they crashed onto the plant’s concrete floor in the hope that they’d break open. If that didn’t work, Jenkins and his colleagues would slam them against steel beams with a forklift. Once the bombs were split open, the workers separated valuable materials by hand. Tens of thousands of ounces of gold were recovered that way, melted into bars, and sent to the U.S. Treasury.

Jenkins wondered where the gold ended up. In other weapons? Jewelry stores? Dental crowns? But in the end, he didn’t care that much. He simply did his job and got paid. He derived deep satisfaction from his work and its connection to national security. His salary supported his wife and stepdaughter while also funding fishing trips and ham-radio equipment.

Around 1973, Jenkins was given a new assignment: helping to recycle uranium recovered from used reactor fuel rods so it could be enriched again. Workers in one building pulverized the spent fuel into fine black oxide powder, which was transported in large industrial hoppers to the building where Jenkins worked. Accidents happened regularly, but nobody seemed to panic over the spill of a five-ton container of black dust. If it happened indoors, they shoveled most of the black oxide back into the hoppers and swept the rest into dumpsters. For an outdoor spill, the protocol was to wait until dark, then hose the dust into a nearby ditch. If anyone was suspicious of why these cleanups happened at night, they didn’t speak up.

Was the dust bad for the environment? Maybe. But everyone at the plant acted like it was harmless. To prove this, a plant manager once sprinkled some on his sandwich and ate it. Jenkins and his coworkers rarely wore respirators—only when the quantity of dust “got so bad that breathing or seeing was impossible,” Jenkins later said. They never changed out of their white coveralls for lunch. Dust clung to their clothing, spreading radiation wherever they went.

Fowler and his safety training irked Jenkins. Why believe some doomsayer he didn’t know over friends who insisted that everything was fine? Jenkins placed his trust in men he fished with on weekends and drank beer with after work. Then again, he sometimes thought about the fact that several of his colleagues had died of cancer. And if Fowler was so full of shit, why hadn’t the company fired him yet?

At the end of one safety class, Jenkins approached Fowler. “Where are you getting your information from?” he asked, in a slow Southern drawl. “I’ve been working here more than half my life and everything.” (Jenkins had a habit of ending his sentences with the word everything.) “I’m 55 years old and I’m as healthy as I can be,” he continued. “That stuff’s done nothing to me.”

“I hope you’re right,” Fowler replied.

Fowler slammed the accelerator to the floor of his car and gripped the steering wheel as his tires squealed around a curve. Minutes before, on a break from work for a dentist appointment, he’d spotted two trucks from the plant carrying radioactive canisters of enriched uranium. None of them bore the warning placards required by law to alert people to their contents. If the canisters were damaged in a crash, anyone who got close to them would unwittingly put themselves in danger.

Fowler was furious. A worker risking his own health by ditching a respirator was one thing; jeopardizing the public by hauling unmarked radioactive material was another. Fowler had to do something. He followed the trucks onto U.S. 24, pulled up alongside them, and honked his horn while waving his hand. Then he shot ahead, cut in front of the trucks, and slammed on the brakes. Traffic skidded to a halt. He jumped out of his car and sprinted to the nearest truck.

“Where the hell are your warning placards?” he yelled, flashing his employee ID card.

The driver looked confused as horns blared around him. Fowler radioed plant management. A short time later, a company car arrived. The driver, a man red-faced with annoyance, emerged with several paper signs. “RADIOACTIVE MATERIAL” had been scrawled hastily across each one in thick black marker. The man slapped the signs onto the canisters with strips of masking tape, then stormed back to his vehicle and sped away.

Fowler figured that the signs wouldn’t hold, so he tailed the trucks again. Sure enough, as the drivers accelerated, they ripped right off. When they floated to the ground, Fowler pulled over and retrieved them.

Back at the plant, Polston summoned him to a meeting with other top executives. They’re about to fire my ass, Fowler thought. When asked to explain himself, he laid out the facts. “My job requires me to make sure the trucks follow federal regulation,” he said, tossing the makeshift warning signs on the table. “They didn’t last a mile before they blew off. By law, these shipments must be properly labeled.”

Fowler wasn’t fired, but after the meeting, word about the episode got out. He could feel tension mounting around him at the plant. Coworkers shot him dirty looks. And maybe he was paranoid, but Fowler couldn’t shake the feeling that security guards were quietly trailing him around the site.

Within his first week at the Paducah plant in the fall of 1992, Chuck Deuschle sensed that something wasn’t right. As a health physics technician, he’d developed an instinct for these things. The nuclear industry came with dangers—that was a given—but they were supposed to be contained by strict protocols. One of the most basic was entry screening: New employees were supposed to undergo a baseline body scan their first day on the job, creating a record that future radiation levels could be measured against. Quarterly reports would indicate if their exposure was approaching potentially dangerous levels. When Deuschle started at Paducah, he wasn’t offered a scan. He requested one, only to be told, “We don’t do that here.” Deuschle was speechless.

Deuschle’s journey to Paducah had been circuitous. Standing six feet seven inches, owing perhaps to his German-Swede ancestry, Deuschle had cut an imposing figure on the South Dakota Sioux reservation where his grandparents settled when they arrived from Europe. His mother was a devoted, hardworking woman who raised him alone after his alcoholic father disappeared. Though money was tight, they never lacked necessities. Following his eighteenth birthday, Deuschle joined the military and served as a mechanic in the Navy’s aviation program. When his enlistment ended, he left for higher-paying work. In the mid-1970s, Deuschle and his first wife relocated to Saudi Arabia, when he got a job with an international construction company. Off the clock, he ran a side hustle smuggling alcohol and pork—both were banned in the Islamic kingdom—to fulfill the shopping lists of expatriates.

Saudi Arabia is also where he met Kay. The first time he saw her, his heart pounded. She was slender, with long strawberry blond hair and a gentle manner. She was sparing in serious discussions, but when she spoke, her words carried weight. She had an uncanny knack for sizing people up, spotting the slightest bit of nonsense and calling it out. She was married to another employee of the construction company, but at parties an easy friendship with Chuck blossomed. Kay had grown up in Utica, New York, with four sisters. Kay and her husband had lived in Colorado and then Arizona, where they’d adopted two children. By the time the family arrived in Saudi Arabia, the marriage existed in name only, for the children’s sake.

Eventually, both Kay and Chuck got divorced. They married each other back in the United States in 1978. Before the wedding they agreed on a few rules: No solo nights at bars. No harsh language. Always treat one another with respect. They upheld those vows without exception.

The couple became certified nuclear-safety contractors because the pay was good and they liked to travel. From a home base in Tampa, Florida, their work took them to facilities all over the country. But by 1992, when they were both in their early fifties, the Deuschles longed for a place to settle as retirement neared—somewhere with full-time jobs and benefits. Paducah fit the bill, and first Chuck and then Kay secured a permanent position at the diffusion plant monitoring radiation levels.

They quickly began to question their decision. The entry scans were only the start. Workers abandoned buckets, rags, and tools haphazardly, and debris was scattered across floors. A fine layer of dust coated every surface. For a facility that was supposed to represent the very best of the nuclear power industry, the Paducah plant had the feel of a place where corners had been cut so many times, people forgot they ever existed.

One day, as the Deuschles walked through a building, Kay’s Geiger counter—a device that measures radiation levels—spiked far above levels the couple considered safe. Hoping that the counter was faulty, Kay tapped the screen and looked again. The reading was just as high. “I’ve never seen levels this extreme,” she whispered to Chuck. He exhaled. “I know,” he said. He had already begun to suspect that the entire plant was contaminated.

The Deuschles found high radiation levels at numerous locations in and around the facility. Workers were supposed to wear dosimeter badges clipped to their clothing to record individual exposure, but the couple suspected either that the badges hadn’t been calibrated correctly or the readings weren’t being reviewed. Otherwise, everyone would have known about the high radiation levels, and presumably been concerned. Every time the Deuschles got a dangerous reading, they did what they were supposed to do: They filed a report to their supervisors and requested that a warning sign be placed in the affected area so that workers would know to take necessary precautions. The Deuschles did this dozens of times. It was up to management to initiate the next step, but often signs weren’t posted. In those cases, the Deuschles figured that their requests had been stuffed into filing cabinets or trashed. Even when warning signs went up, though, workers didn’t always take them seriously. “We saw many times,” Chuck said, “that employees would step over the boundaries and continue on with what they were doing.”

One day the Deuschles turned a corner in a building and discovered several corroding steel barrels. Some were split open and green powder had spilled onto the floor. “Is that what I think it is?” Kay said. It looked like uranium tetraflouride—green salt—which can damage skin, eyes, and lungs. When exposed to moisture, it can release poisonous hydrogen fluoride gas.

Deuschle collected some of the powder in an empty paint can. The dense material weighed nearly forty pounds. He hauled it to one of the plant’s laboratories and asked for a quick test to determine what it was. He never received the results. It wasn’t the only time the couple handed in a sample and never learned what was in it.

Despite their concerns, by late 1993 the Deuschles were looking for a house to buy in Paducah. But they only considered places located several miles from the plant’s perimeter, and before committing to a property they liked, they insisted on testing it for radiation. The ranch-style home they settled on had three bedrooms and a large yard. The Deuschles went through every room rubbing small paper discs against walls, floors, steps—surfaces that contamination might cling to. The smears would reveal any loose radioactive particles, the kind that transferred to and from skin or clothing. They collected roughly one hundred samples in all, then smuggled them into one of the plant’s labs for analysis. If caught using company equipment for private tests, they could have been fired. But they needed to be sure.

The results showed no contamination. The Deuschles were relieved. Still, they wondered how many homes in Paducah were contaminated, and how many occupants had no idea about the risk all around them. Management at the plant was sloppy, that much was clear, but the Deuschles feared that the problems ran deeper. They began to suspect a corporate cover-up.

Although they all worked in plant safety, Fowler and the Deuschles didn’t meet until 1994, when Chuck attended one of Fowler’s training sessions. A nod in the hallway progressed to small talk by the coffee machine. One day Fowler confided to Chuck that he’d been trying to raise the alarm about radiation contamination since he started at the plant.

“Nobody wants to do anything about it,” he said. “They don’t want to answer my questions.” Sometimes in meetings people got up and left when he shared concerns. “So I have been snooping around on my own,” Fowler said.

Among other things, that meant getting information from Brett Chenier, a supervisor in the health physics office. Unlike many of the plant’s employees and managers, Chenier seemed to like Fowler from the start. The first time they met, he’d quipped, “I hear you’re the troublemaker in training?” When Fowler came to his office one day, frustrated that the workers he was advising were dismissive, Chenier tried to calm him down.

“I don’t want any more workers to die,” Fowler told him.

Chenier offered to help.

Outwardly, Chenier seemed every bit the company man, but he was fully aware of the hidden dangers at the Paducah plant, and troubled by them. He had access to test results, internal records, and decades-old memos showing that, since the 1950s, thousands of workers had unwittingly been exposed to radioactive and chemical hazards. Plant management knew and had done nothing about it. Chenier always felt that he couldn’t go public; he’d be risking his career. So he did his best to improve safety standards while keeping track of documentation that showed the truth—documentation he told Fowler he would share with him. (Chenier died in 2022.)

Later that same day, as Chenier returned from lunch, Fowler intercepted him outside his office. “We need to talk,” he said. Once inside, with the door closed, Fowler began: “You won’t believe this.”

He’d been doing his own radiation readings around the plant, and he was getting numbers higher than one would expect from uranium alone. He suspected that transuranic elements, such as plutonium, were at the plant. Transuranic elements, which the nuclear industry calls TRU materials, don’t occur naturally; they are born in nuclear reactors. Many remain deadly for thousands of years, silently emitting alpha particles that can destroy human cells from within. Some studies have suggested that plutonium can cause cancer if ingested in doses as small as a millionth of an ounce. As a uranium enrichment facility, Paducah should have had only trace amounts of TRU materials on site. Fowler wanted to test to see if that was the case, because he suspected it wasn’t.

Before he responded, Chenier swore his colleague to secrecy: What he was about to say Fowler couldn’t attribute to him. Then Chenier said that there were TRU materials at the plant. Both the DOE and the facility’s managers had known about it for years. He cited an April 23, 1990, memo reporting that three transuranic elements—plutonium, neptunium, and americium—had been found in the aftermath of a barrel spill. According to the memo, plutonium and neptunium had also been documented “at distances of 13 to 15 kilometers from the site.” Furthermore, “several evaluations of transuranic material” had been conducted in the 1960s and ’70s, but “this corporate knowledge had been lost during ensuing management changes at the facility.”

Fowler wanted to know how the hell such dangerous substances had wound up at the plant. Chenier explained: From 1953 to 1976, the plant had processed recycled uranium containing trace levels of plutonium that contaminated much of the site. Yet at no point had the plant monitored workers for exposure to TRU materials or put safeguards in place. If the surrounding area—creeks where children played, soil where people planted gardens, air that everyone breathed—had been tested for contamination, the findings were never shared with the community. In fact, Chenier discovered that management had buried studies about radiation exposure.

Fowler was livid. Someone had to pay. He was sure of that, if nothing else, as he and Chuck Deuschle continued discussing their concerns. Chuck told Fowler about the samples he and Kay sent off and never heard about again. “I think they withhold test results so I can’t put whatever it is in a report,” he said. Sometimes he wondered if the plant tested the samples at all. Chuck also told Fowler that Kay had found traces of what she suspected were radioactive elements other than uranium.

At that moment, an idea hit Fowler—what if they joined forces? Until now they’d been working in isolation: Fowler amassing documents and insider information from Chenier, the Deuschles collecting radiation samples around the plant. Why not meet away from prying eyes and share what they’d found, so they knew exactly what they were dealing with?

Fowler’s Miller Lite hissed as he popped the tab. He pushed a thick stack of papers across the kitchen table toward Chuck before settling into a chair beside him and Kay. It was their first meeting at his house, and after conferring with Chenier, Fowler had decided to show the Deuschles the files on transuranic elements. “Worse than we imagined,” he said, tapping the documents with his finger. “See for yourself.”

After reading the 1990 memo, Chuck and Kay exchanged horrified glances. TRU materials explained the sky-high radiation readings they’d found in the plant’s cafeteria, the parking lot, the women’s restrooms—everywhere. As the Deuschles kept reading, a damning picture emerged, one that confirmed everything they’d feared. It was all there in black and white.

The hours slipped by, and before long midnight arrived. The trio agreed to keep working together; they wanted to come up with a plan to hold management accountable. As the Deuschles gathered their coats, Chuck asked Fowler, “Have you heard anything about the plume?” When Fowler’s brow furrowed in confusion, Chuck recounted a conversation he’d overheard—plant officials speaking in hushed tones about contamination that had seeped deep into the ground and into the Ohio River, three miles from the plant.

In their research and through the plant’s grapevine, Fowler and the Deuschles kept encountering the name Joe Harding. “Harding was like this ghost story,” Fowler recalled. Harding had tried to be a whistleblower. It didn’t work. Curious to know the whole story, Fowler approached Chenier, who pulled a thick folder from the back of a filing cabinet.

Harding was hired as a chemical operator when the plant reopened as a nuclear facility in 1952. In the rooms where he worked, the air swirled with metallic dust so thick he could taste it. The floors were coated with it, too. Less than a year into the job, Harding developed sores on his legs that wouldn’t heal, as well as chronic stomach distress. He vomited so often he earned the nickname Joe Erp.

Workers usually saw doctors employed by the plant, who always vouched for the site’s safety, but Harding’s ailments became so severe that he sought an outside opinion. In 1959, one doctor suggested that his symptoms might be related to radiation exposure. When he relayed that theory to his supervisor at the plant, Harding was told that his doctor was incompetent.

Despite declining health, Harding stayed on the job. By 1961, surgeons had removed most of his stomach. While working at the plant, he dropped from 175 pounds to 125. He pressed management about safety protocols, but they assured him repeatedly that the materials he handled posed no risk to his health. Quietly, he began to keep track of other plant employees who were sick for reasons they couldn’t determine, and of those who died prematurely.

Harding’s coworkers and Paducah’s townspeople mostly considered him a troublemaker. They suggested that he was disloyal to his workplace and his country; staff were forbidden to discuss plant operations as a matter of national security—at least that was the official reason they were given. “You’re a bold-faced liar,” a local man once shouted at Harding, in an exchange captured by news cameras. Harding likened his crusade against the plant to “fighting a tiger with a toothpick.”

In March 1980, at age 58, Harding succumbed to stomach cancer. He’d planned to meet with a film crew the day he died, perhaps to share his list of names: the fifty plant workers he’d identified who’d died or were dying of cancer. The DOE denied any link between Harding’s death and workplace toxins, blaming his cancer on smoking and his fondness for country ham. In 1983, his wife, Clara, applied to the Kentucky Workers’ Compensation Board for widows’ benefits, only to be denied. She sued, and when Harding’s body was exhumed as part of the discovery process, pathologists found that it contained extremely high radiation levels.

As Clara’s legal battle dragged on, the plant resumed business as usual. Among the staff, Harding was remembered as a crackpot or gadfly. Fowler now found himself called the same, and worse.

The DOE denied any link between Harding’s death and workplace toxins, blaming his cancer on smoking and his fondness for country ham.

Fowler shot upright in bed when the phone rang. It was well past midnight, so instantly he knew that this wasn’t a normal call. He lifted the receiver and a deep, menacing voice snarled, “You better stop what you’re doing.”

He winced, hoping he hadn’t woken Sandi, but she stirred as he hung up.

“Who was it?” she murmured, voice thick with sleep.

“Nothing,” he said, trying to sound casual.

“It was another threat, right?”

He gave a slow nod. “They’re just trying to scare us,” he said. “Nothing is going to happen.”

“How do you know?” Sandi pressed. Even her mother, who lived nearby, was worried. “She told me her neighbors stopped talking to her because of what you’re doing at work,” Sandi said. “She’s scared someone is going to kill her or her dog to send a message to you.”

She could also see the toll her husband’s efforts were taking on him: He drank more these days and took pills to help him sleep. His blood pressure was high, and he snapped at her sometimes. Sandi prayed for people to stop harassing her husband. She also pleaded with him to quit his job.

But he wouldn’t—not with so much at stake. Sometimes at night he stared at the ceiling for hours while haunting images played like an old movie reel in his head. It should have been a lovely scene. Little children playing in a creek. The summer sun seeping through a canopy of oak and hickory trees. The sweet scent of honey locust flowers in the air. But something terrible lurked in the water. An invisible danger, right at the children’s feet. Tears slipped down Fowler’s face when he imagined it.

Fowler knew that he was fighting for people’s safety. But to his coworkers, he was threatening their paychecks, cars, homes. If the steady drumbeat of concern about safety led the plant to downsize or close, and they lost everything, it would be his fault. Despite his assurances to Sandi, Fowler wasn’t certain what to make of the late-night threats. He kept a .32 caliber Smith & Wesson on the nightstand, just in case.


One day Brett Chenier suggested a large-scale meeting in the plant’s auditorium. People were talking nonstop about Fowler’s safety concerns. Why not bring everyone together? Employees could ask questions. Attendance would be mandatory.

For days in advance, Fowler pored over notes and slides. He practiced explaining how uranium and other toxins accumulate in the body. Sure, you could go to work every day and not experience any immediate issues from contact with radioactive materials. But down the line, repeated exposure could cause serious illness or death.

This wasn’t the venue for talking about TRU materials or the plant’s legacy of covering up contamination. That was for another time and place, another audience—Fowler and the Deuschles wanted to make sure they had the most robust arsenal of evidence possible before going public with what they’d discovered. For now, Fowler wanted workers to know that they shouldn’t go home with green dust clinging to their clothes. They shouldn’t leave their lunches in a freezer that also contained items labeled radioactive.

Fowler arrived at the meeting feeling prepared, even optimistic. It was the first time he’d addressed employees outside his safety classes. Even management would be there. Maybe this format—one where he wasn’t lecturing, but listening and responding—would make a difference.

But from the moment the meeting began, hostility crackled through the crowd. Workers groaned and heckled Chenier and Fowler, shouting that they shouldn’t have been there at all. At one point, Fowler feared that people would surge onto the stage, so Chenier ended the gathering early.

The plant’s managers made no effort to maintain order. Chenier was stunned. He’d expected skepticism, not outright hostility. As for Fowler, he was upset but his mind was already turning to next steps. If he couldn’t make a difference doing the job he was hired to do, maybe it was time to follow in Joe Harding’s footsteps and become a whistleblower.

Joe Egan was one hell of an accomplished man for being the son of a turkey farmer from Minnesota. He was a concert pianist with degrees in physics and nuclear engineering from the Massachusetts Institute of Technology. He worked in the nuclear power industry before going to law school at Columbia University. As an attorney, he made a name for himself challenging the government and its contractors over the mishandling of nuclear materials and waste. In 1994, he founded his own firm to continue that work.

Fowler had seen Egan speak one year at the American Nuclear Society conference in Washington, D.C. Afterward the men spoke one-on-one for about twenty minutes. Now, after hitting dead end after dead end in Paducah, he thought Egan might be the one person who could help. So Fowler called him up.

Fowler laid out what he knew. The plant’s safety violations. The presence of TRU materials. The collusion he believed was happening between management and the government to hide the health implications.

“This can’t be true,” Egan said. “Do you have any proof of this? Any documentation?”

“Hell yes,” Fowler replied. “Where do you want me to send it?”

After reading what Fowler shared, Egan agreed to take the case. But he wanted as much incriminating evidence as possible—even more than Fowler and the Deuschles had already gathered. Egan knew that taking on the federal government and powerful defense contractors was going to be like David fighting Goliath, but he needed much more than a slingshot to win. He needed mountains of irrefutable proof that the plant had been toxic for decades.

Fate provided an opening when the Deuschles were tasked with a new assignment at work: inspecting the buildings of the C-410 Feed Plant, a nine-structure complex used to produce uranium hexafluoride. During one inspection, the Deuschles detected dangerous levels in a building some employees were using as an office. They immediately ordered everyone out for their own safety. “No need to gather your things,” Kay told the staff. “We’ll have to scan your belongings for contamination, too.”

Once the offices were empty, the Deuschles searched desk drawers and file cabinets for documents to add to the evidence they were accumulating for Fowler and Egan. They hit the jackpot. Some of the documents showed that dangerous materials had been stored in the building in quantities and in ways that meant the people working there should have been wearing protective gear.

The Deuschles continued using their inspection assignments around the plant as an opportunity to hunt for evidence. Kay had learned to take the challenging parts of their work in stride: the indifference from colleagues, the knowledge of the harm slowly accumulating around her, the fact that she and Chuck had to hide their efforts to do the right thing. Then one day, as she was walking to the cafeteria to meet Chuck for lunch, she heard something that stopped her in her tracks: a frantic, high-pitched crying above her head. Baby sparrows caught in glue traps affixed to a metal overhang were struggling to pull themselves free.

Kay walked straight to the administration building and up to a senior plant official’s desk. “Do you know what’s happening to the birds?” she asked. He explained that the sparrows were nesting under eaves and in vents, so they had to be caught. “Removing nests before eggs hatch is one thing,” Kay replied. This was simply cruel.

At lunch, still fuming, she told Chuck every detail of the encounter. On their drive home later that day, she couldn’t let it go. The traps, the struggling birds—they symbolized everything that was wrong with the plant.

“I’ll probably get fired,” she said.

“I don’t think that’ll happen,” Chuck replied. “I imagine there might be some repercussions.”

But there weren’t. Instead, the traps were removed.

When Chuck was transferred out of the health physics division, he hated that he’d no longer be working alongside Kay, who remained with the department. But there was an upside to his new placement: He was now in the training division, working with Fowler. For months the Deuschles and Fowler had been shipping boxes of documents to Egan. They were preparing to bring a lawsuit, but they needed more than a paper trail. They needed an eyewitness, someone with firsthand knowledge of how the plant had mishandled dangerous substances. This wasn’t the kind of thing people included in reports. If they knew about it, they kept it to themselves; otherwise there would be consequences. Egan pressed Fowler and the Deuschles to recruit someone willing to risk their standing at the plant to tell the truth.

One day, Fowler motioned Chuck into his office. He wanted to talk about Garland “Bud” Jenkins, who recently had been transferred to their department. Jenkins, a staunch union man who’d spent decades doing backbreaking work, had earned a lighter role as he approached retirement.

Chuck recalled first meeting Jenkins in 1993, and sensing that he resented being lectured about safety. But he was exactly the kind of insider Egan wanted them to recruit. Jenkins had worked in various jobs around the plant over the course of some thirty years. He knew everything there was to know about how radioactive materials had been handled. Plus, Fowler thought that he was noticing a change in Jenkins. Since coming to the training department, he seemed more willing to entertain the possibility that the plant had safety problems. Fowler and Chuck figured it was worth trying to bring him into the fold.

Fowler invited Jenkins to his house one day. There, in the living room, he and the Deuschles laid out their case like prosecutors: the memos, reports, and studies they’d found. Jenkins was appalled. “That means I’m not gonna make it,” he said. “I’m gonna die from this crap.”

Fowler and the Deuschles wanted to know everything about his experiences on the job. Jenkins told them about clouds of black oxide and green salt dust so thick that workers could barely see. In one building, they used ropes to find their way through the murk. Exhaust fans blasted the dust outside, coating anyone who passed by. When pipes got clogged with it, Jenkins broke them open with a sledgehammer.

“Did you at least wear a respirator?” Kay asked.

He shook his head.

Jenkins told them about radioactive waste dumped in a wildlife preserve near the plant, and uranium powder and empty radioactive-waste containers tossed into ordinary dumpsters bound for municipal landfills. Spills and deliberate release had contaminated the soil and the air, as well as streams that fed the Ohio River—a source of drinking water. (A Government Accountability Office report later found that plant operations had contaminated surface water and soil both in and outside the facility with “radioactive and hazardous materials.” These included uranium; chemicals known as polychlorinated biphenyls, the production of which had been banned in the U.S. since 1979; and volatile organic compounds such as trichloroethene, an industrial solvent.)

Jenkins wondered aloud whether recent problems with his esophagus and other health issues were connected to his job. His doctor had told him that he’d likely develop cancer. But what made him angriest was the memory of waking up each morning to find his bedsheets stained pale green. Residue from the plant had come right out of his pores. He scrubbed himself in the shower, but it never seemed to help. “Why the hell did I do that, bring it home to my wife?” he said.

Bud was on board: He agreed to help Fowler and the Deuschles.

What made Jenkins angriest was the memory of waking up each morning to find his bedsheets stained pale green. Residue from the plant had come right out of his pores.

Ladd Mathis pulled Fowler aside and asked to speak privately. Something was wrong—Fowler could see it immediately. Mathis was usually the kind of man whose warm energy filled a room, but today his face was stolid and heavy. He was a fixture at the plant, a senior technical trainer who had been there since 1971. He was well regarded by colleagues and community members—a Black civic leader involved with the Greater Paducah Economic Development Board and the United Way of Paducah.

Once they were alone, Mathis didn’t hesitate. “I’m dying,” he whispered.

Fowler opened his mouth to speak. Mathis waved him off. “Not here,” he said. So they made arrangements, and the following Saturday, Fowler drove to Mathis’s house. Mathis handed him a beer when he walked in. They cracked their cans and sat without speaking for a moment. Then Mathis told Fowler: terminal lung cancer. He was sure that the plant had given it to him.

He wanted to thank Fowler for caring about the workers, for looking out for their safety when no one else would—not even the workers themselves. At first Mathis had brushed off Fowler’s warnings about radiation exposure. The government would keep them safe, he figured. But that confidence eroded over the years, especially after Mathis and Fowler became friends. Now Mathis found himself wishing he had listened to Fowler. “It’s too late for me now,” he said. “But Ron, keep pushing for better safety conditions.”

Fowler promised that he would. He left the house feeling gutted.

Mathis died on July 23, 1998. He was 53. His funeral at Grace Episcopal Church was standing room only. Afterward, Fowler took his family a chicken bog—a one-pot dish made with poultry, kielbasa, wine, and rice. It’s the kind of comfort food you offer someone when there are no words.

A short time after Mathis’s death, Chenier invited Fowler into his office and closed the door. He motioned to a filing cabinet and said that it would be unlocked that night. “Look for a list inside,” he said.

Fowler came back after-hours and opened the cabinet. What he found was difficult to process. In the early 1980s, someone at the plant had compiled a confidential death list—the names of employees who, at the time, management believed had died or would die of cancer. There were thirteen names, and one of them, according to Fowler, was Joe Harding, the man who’d once tried to hold the plant accountable.

Fowler never learned how the list came into Chenier’s possession; perhaps his boss stumbled across it. But all Fowler cared about was the substance of the thing. Even by the plant’s standards, the list was something else. Management appeared to have suspected that radiation was killing workers, and yet the plant’s problems persisted. If there were a current list, would Ladd Mathis’s name be on it?

After obtaining the list, Fowler called Joe Egan. “It’s time to file the lawsuit,” he said. “We can’t wait any longer.”

Even for Egan, an expert in these kinds of cases, the Paducah whistleblower suit was daunting. There were thousands of pages of radiological surveys, internal memos, environmental reports, and emails to organize. The allegations were complex: He had to sort out who knew what when, who acted to protect lives, and which regulations the plant was in violation of. For help, Egan reached out to the Natural Resources Defense Council, a powerful environmental-advocacy group with in-house nuclear experts, and invited the organization to join the lawsuit. He hoped that the NRDC’s national reputation and media savvy would lend the case credibility and boost its visibility.

The NRDC sent Thomas Cochran, director of its nuclear program, to Paducah, where Chuck Deuschle escorted him around the perimeter of the plant. With plastic spoons, they scooped soil and water into containers for independent laboratory testing. They also took samples from a creek in a nearby nature preserve where children swam. Lab tests later confirmed what Fowler and the Deuschles had suspected: The samples contained plutonium, technetium-99, and other transuranic elements.

Egan’s strategy was to sue Lockheed Martin and its subsidiaries, which had operated the plant for fifteen years, for improperly handling radioactive materials and for submitting false claims about the disposal of hazardous waste—all while charging the government tens of millions of dollars for its services. The complaint would seek damages on behalf of the government, with 25 percent of any recovery shared among the whistleblowers.

Fowler and Chuck spent countless hours on the phone with Egan refining the case. Fowler flew to Washington for strategy sessions. When Egan finally filed in the U.S. District Court for the Western District of Kentucky on June 1, 1999, it was under seal—meaning that the suit was supposed to remain confidential for the time being. But word got out anyway. Egan suspected that someone at the Justice Department had tipped off Lockheed Martin.

As reporters began sniffing around, Egan instructed Fowler to give a Washington Post journalist a covert tour of the plant’s perimeter. Fowler showed him how to operate a radiation meter so he could see the elevated readings for himself. Everything Fowler told the reporter, everything he saw at the plant, everything in the suit—it would all show up in a major exposé. And when it did, the whistleblowers’ secret would finally be out.

The port of Paducah, which sits at the confluence of the Ohio and Tennessee rivers.

Fowler, the Deuschles, and Bud Jenkins hesitated at the door of the plant’s cafeteria. Chuck’s knuckles turned white as he gripped the handle. “Let’s get this over with,” he muttered.

It was noon on Monday, August 9, 1999. Peak lunchtime. Everyone in the cafeteria likely had seen the Washington Post headline from the previous day: “In Harm’s Way, And in the Dark: Workers Exposed to Plutonium at U.S. Plant.” The story detailed the allegations in the lawsuit. It quoted Cochran saying, “The situation is as close to a complete lack of health physics as I have observed outside of the former Soviet Union.” It also named the whistleblowers.

“Showtime,” Fowler said.

They pushed through the doors and into the noisy, crowded room. Instantly, the chatter died. Employees eating at tables stared at the whistleblowers. People on their feet quickly moved out of their path. Resentment seemed to radiate from every corner.

Some of the whistleblowers’ coworkers were convinced that the lawsuit would force the plant to close. Furious that their livelihoods might be in jeopardy, they shunned Fowler, Chuck, Kay, and Jenkins. For Jenkins especially, this was new. He had always been well liked and respected. Now he was seen as a traitor. But when coworkers got in his face, asking what the hell he’d done, he didn’t flinch. “Fuck off,” he told them. Someone had to do what he did, and now there was no escaping the truth: Whether they liked it or not, employees were confronted with damning evidence that their bosses had lied to them and put their lives in grave danger.

After the lawsuit was filed, representatives from the DOE and various state agencies came for a community meeting. Fowler peppered them with questions. When their answers fell short—or they refused to respond—the crowd grew restless. “What’s wrong? You won’t answer our questions,” someone shouted. This was new to Fowler: a public show of solidarity.

The energy secretary, Bill Richardson, also traveled to Paducah to apologize personally for the plant’s deception. Even though the DOE wasn’t a defendant in the suit, it had been on the department’s watch that Lockheed Martin (and, before it, Martin Marietta and Union Carbide) let the plant become so dangerous. Richardson launched an internal investigation and promised enhanced medical monitoring, including long-term health screenings, for the plant’s workers. “It’s obvious that the U.S. government was not forthcoming about exposure to plutonium, and that was wrong,” Richardson said during his visit. “We should have been straight with our employees.”

Whether they liked it or not, employees were confronted with damning evidence that their bosses had lied to them and put their lives in grave danger.

That September, Fowler and Jenkins arrived in Washington to face a new audience: the House of Representatives. A subcommittee had scheduled a hearing about worker safety and environmental contamination in Paducah. The whistleblowers were there to testify.

Sitting at the witness table, Fowler looked confident, Jenkins a bit nervous. They listened as lawmakers lambasted the DOE and the contractors who ran the plant. “The events of the last month and a half at the Paducah plant have all the elements of a bestselling spy novel—exhumed bodies with uranium, allegations of missing documents, cover-ups, long-term exposure to toxic materials, black radioactive ooze at landfills,” said Representative Ed Whitfield of Kentucky. “Unlike a great book with a good ending, this story is still unfolding, and I am determined that the ending of this story is not a tragic one.” (The exhumation Whitfield referred to was almost certainly Joe Harding’s.)

Jenkins was the first to testify. Dressed in a black suit, a white shirt, a dark tie, and gold-rimmed glasses, he asked for patience—he was just a country boy from the sticks. “What I’m going to tell you is the absolute truth,” he said. He then described the plant’s working conditions, just as he had to Fowler and the Deuschles when they met at Fowler’s house. Then he detailed the damage he believed had been wrought on his own health. “About five years ago, I had to have the lower part of my esophagus replaced surgically with a plastic tube because of corrosive damage there,” he testified. “I’ve been told by my doctor that there is a 99 percent chance that the situation will become cancerous.”

He continued: “I’ve always believed what I was doing at Paducah was important to the national defense. I’m proud to have played a small part in the Cold War and in protecting this great country from harm.” But if he could make the choice again, he said, “I probably wouldn’t have worked there at all, knowing what I now know.”

Jenkins paused for a moment. “Many of my good friends are dead or dying,” he finally said. “I’ll always wonder whether plant conditions caused their sicknesses and deaths.”

After so many years of being told to stay quiet, when it was Fowler’s turn to speak, he relished having a captive audience. He described his efforts to protect employees and the pushback from the plant. “I was bucking a management culture that had told workers for decades there were no health risks at Paducah,” he said. “The Energy Department and plant operators didn’t disclose that significant amounts of plutonium and neptunium had been brought into the site for years.” He described being discredited and threatened. “This scared me and my wife to death,” he said.

In response to the lawsuit, the DOE claimed that any problems at the plant were in the past—no workers remained at risk. But when Congressman Whitfield asked Fowler if issues persisted, Fowler rattled off several examples, including workers being sent into contaminated buildings without respirators as recently as ten days prior. “They were told to just wet down the areas,” he testified. The safety department flagged the work as dangerous, and the employees were removed from the area. However, according to Fowler, the plant’s management then “let another group of workers go in without respirators and finish the job.”

Just a few months earlier, Fowler continued, he’d seen two trucks carrying uranium hexafluoride cylinders in downtown Paducah, in a parking lot. The containers had no warning placards. Children on bicycles whizzed past.

Fowler said that his work had been Sisyphean. “It is only recently,” he told lawmakers, “that I view my [safety] reports as something less than futile.”

Fowler is dying of cancer, which he believes is a result of working at the plant.

It could be argued that, from its genesis, the leaders of America’s nuclear program considered profits and national security more important than employees’ lives. In 1948, the Atomic Energy Commission—the predecessor to the Department of Energy—declassified a study on gamma radiation’s effects on the blood of workers at Los Alamos National Laboratory, a key site in the development of the atomic bomb. But the agency’s insurance branch moved to block its release. The reasoning? It could shatter employee morale and “place a powerful weapon in the hands” of attorneys, who might file a lawsuit on behalf of sick workers. By then the government had also conducted experiments in hospitals—including one near its nuclear facility in Oak Ridge, Tennessee—that intentionally exposed patients to radiation without their knowledge.

As a more complete picture of what happened in Paducah took shape, it appeared that history had repeated itself. The DOE’s report on the first phase of its investigation of the plant, released in October 1999, found that some improvements had been made at the site in previous years, but not enough. A second DOE report revealed that the plant’s management knew about plutonium contamination as early as 1953, barely a year into the site’s enrichment operations, and that by 1957, other TRU materials had been found at the site. The report referenced a 1960 memo stating that the DOE and the plant’s own health physics and hygiene department had documented up to three hundred workers who might have been exposed to neptunium. Management declined to test them, however, fearing that the workers’ union would seize on the matter to demand hazard pay.

Over the next four decades, radioactive materials poisoned the plant. Waste was stored haphazardly. Workers at one point had nicknamed a five-acre expanse of rusting drums and contaminated debris Barrel Mountain. Everyday garbage was mixed with radioactive and flammable materials, creating a toxic time bomb. Workers spread contaminated sludge across the facility’s lawns as if it were fertilizer.

Waste disposal didn’t hew to property lines. Workers buried barrels of dangerous materials in the earth around the facility. They dumped radioactive concrete and roofing materials in recreation areas where families hiked and fished. Rain washed invisible killers into creeks and aquifers, threading toxicity through the water table for miles in every direction. Tests revealed radioactive contaminants in residential wells, forcing authorities to truck in bottled water and hastily connect homes to new water lines.

All the while, according to congressional testimony given by a Lockheed Martin executive, the contractors managing the plant received performance bonuses.

The whistleblowers could have quit working at the plant. There were plenty of reasons to do so, including backlash from fellow employees and the physical danger their work entailed. But they chose to stay, at least for a while. They believed in their work, and they wanted to keep fighting for safety at the plant. Though some managers resented their efforts, Fowler and Chuck Deuschle found that, in time, most of their coworkers came to value what they were doing—perhaps because, contrary to what so many had feared, the plant didn’t close and jobs didn’t disappear. At least not right away.

During a Friday commute home in 2002, Kay suddenly turned to her husband. “I don’t want to do this anymore. I want to retire,” she said. Her decision was final. Chuck remained at the Paducah facility for two more years, then returned to contract work at plants around the country. Eventually, he retired too, and the couple resettled in Tampa, where they lived until Kay’s death in 2021. (Over the years, Kay had battled various health conditions, bone marrow cancer among them. Though doctors said she died of COVID-19, Chuck remains convinced that workplace exposure was the underlying factor.)

Fowler left his job at the plant in 2006, then traveled the country as a safety consultant for various nuclear facilities. At one point, Fowler and Chuck worked together again at a plant outside Jefferson City, Missouri. Fowler retired to Alabama in 2024, with Sandi by his side.

The whistleblowers’ lawsuit stretched on for years. The plaintiffs felt like momentum stalled when the Justice Department got involved, and then when Egan died in 2008, at age 53. The suit also outlived Bud Jenkins, who passed away in 2015. The following year, Lockheed Martin and its subsidiaries finally agreed to a $5 million settlement. Fowler and the Deuschles considered the outcome a betrayal—it was a paltry sum given the damage that was done. The legal victory, though, provided a bittersweet vindication for Joe Harding. In 1997, his widow, Clara, had received a settlement for her husband’s death—a mere $12,000. At least now the historical record would show that Harding had been right all along.

The Paducah Gaseous Diffusion Plant ceased uranium enrichment in 2013. Billions were spent on a cleanup effort, and over time the story of what happened at the plant faded from public memory. Then a new generation of Kentucky leaders started gunning to bring the nuclear industry back to Paducah. In 2025, their efforts began to bear fruit. That August, General Matter, a firm backed by Peter Thiel, announced that it would invest $1.5 billion to develop a private uranium-enrichment facility at the site of the Paducah plant. Governor Andy Beshear celebrated the news. “Once again,” he said,  “it’s our commonwealth and our workforce that’s being asked to step up for this nation.” The governor hailed the project as “the largest economic investment ever for western Kentucky,” but an even bigger investment came several months later: A second firm announced plans to build a $1.8 billion nuclear facility adjacent to the old one. It intends to use the site to re-enrich depleted uranium. (On the eve of this story’s publication, a consortium of companies announced yet another investment—this time, $100 billion to transform part of the old diffusion plant into one of the country’s largest artificial intelligence data centers.)

Seeing Paducah back in the headlines stirred Fowler and Deuschle. Their lives were forever bound to the plant. They almost certainly wouldn’t live to see whether history repeated itself once more, but they could at least remind people of the tragedy of past mistakes. To do so, they planned a journey back to Kentucky.

Afternoon sunlight streams into Chuck Deuschle’s Paducah hotel suite. He sits surrounded by stacks of documents, recounting his time in the Atomic City. Sometimes he still wonders if he and Fowler could have done more. There’s no satisfying answer. There never will be.

“What the government did here is criminal,” Deuschle says. And the harm is ongoing. That’s what he’s come to Paducah to show us.

In 2000, Congress passed the Energy Employees Occupational Illness Compensation Program Act (EEOICPA), which created a fund to help people sickened from working at nuclear facilities. As of March 2026, a total of $1.5 billion in payments had been issued to thousands of former workers at the Paducah plant. To put that sum in perspective, it’s more than three times as large as the one stemming from Erin Brockovich’s famous whistleblower case, which pitted 600 California residents against a power company that contaminated their town’s groundwater. Still, under a cap placed on the federal relief fund, most claimants in Paducah are limited to $400,000 in cash and medical benefits. Some people have had their claims denied outright. (A recent expansion of a separate piece of legislation, the Radioactive Exposure Compensation Act, might bring additional relief to some former plant workers and their families.)

Deuschle introduced us to Gary Vander Boegh, who says he represents himself and hundreds of other people whose EEOICPA claims were rejected. Vander Boegh estimates that an additional 1,000 former workers or their relatives have reached out to him for help. He believes that most have legitimate claims. “Everybody that worked there, that went through the gate, was a dead man walking,” he says.

Seventy-nine-year-old Mitchell Holliman, a Vietnam veteran and an electrician at the plant from 1992 to 2013, suffers from severe lung and heart conditions. Since losing the upper lobe of his right lung, even a short walk leaves him breathless. He worked in a building that he said was coated with beryllium dust, but his claim was rejected because the compensation program only covers certain conditions, and the government says he hasn’t proven that he has any of them. “We need to be paid,” Holliman insists. “Everybody deserves to be paid.”

Pharmacist Barney Adams has been fighting on behalf of his late father, Bill Adams, a World War II veteran and the son of a coal miner who died of black lung disease. Bill started working at the Paducah plant during its construction. He thought of it as a step up in the world. Adams describes his dad as a wonderful man who coached youth baseball, but there were times when he was too sick to leave the couch. As a maintenance worker, Bill was always dealing with leaks and accidents. Adams recalls plant-affiliated doctors telling his father that his medical problems weren’t work related. “They thought it was anemia,” he says. They suggested eating beef liver and getting vitamin shots.

Bill Adams died in 2007 of pneumonia after suffering from Alzheimer’s. The government never compensated him. “I really think, personally, he might have been happy with an apology or admission of guilt,” his son reflects. But he never got either.

On a tour of the plant’s outskirts, Deuschle points to unmarked contaminated areas and laments the absence of warning signs. At one point, he stops and gestures to a ditch near an old landfill. “This flows directly into the Ohio River,” he says, shaking his head in disgust. At least the once popular creek where children played, the one where the NRDC found TRU materials, is now fenced off. Yellow and magenta signs warn against swimming in the water and eating fish pulled from it. But how many local people were poisoned before officials acted—kids who cooled off on muggy days, for example, only to develop serious health conditions years later? There appears to be no good data on the matter, but geographical comparisons may offer clues. For instance, studies have found elevated rates of several types of cancer among people, including children, living near Coldwater Creek, a waterway north of Saint Louis polluted by nuclear materials as far back as the 1940s.

Unanswered questions about the plant’s effects on the local population have tormented Fowler especially. He couldn’t make the trip with Deuschle as he’d planned; he’s too sick, stuck in the Birmingham hospital, fearing that death is near. Deuschle calls his old friend, setting his phone on the table so we can hear their conversation.

Things sounded bad when we spoke to Fowler a few days earlier. Will he answer? Is he still in the isolation unit? Is he even alive? We wait in silence.

The phone rings four times. When Fowler picks up, Deuschle’s furrowed brow softens and a broad smile spreads across his face.

“Chuck, I’ve got to get out of this place,” Fowler says.

“I understand, but you stay where you need to be until you get things cleared up,” Deuschle replies.

Fowler says that the doctors seem to think he has more time yet—a year, maybe eighteen months before the legacy of Paducah’s toxic lies finally claims him.

“It’s a chronic affair,” he says. “It’s gonna get everybody. It’s got me now.”

But not before his story is told.
